Captain Paul C. LeBlanc, USN

Captain Paul LeBlanc graduated from Marquette University, Milwaukee, Wisconsin with a B.A. in Communications in 1987. He received his J.D. in 1990 from Creighton University in Omaha, Nebraska.

After graduating from the Naval Justice School in December 1990, Capt LeBlanc reported to Naval Legal Service Office, San Diego. While in San Diego, he was assigned duties as a defense counsel. In 1991, Capt LeBlanc was assigned to Commander, Amphibious Squadron FIVE, where he served as the Staff Judge Advocate. Upon returning from deployment in 1992, Capt LeBlanc was again assigned as a defense counsel and led the Navy’s San Diego Tailhook defense team.
Capt LeBlanc’s next assignment was as an instructor at the Naval Justice School, Newport, RI in the Procedure and Evidence Divisions. He was also extensively involved in the Trial Advocacy program and served as an instructor and course coordinator for the Expanded International Military Education and Training program. In May of 1996 Capt LeBlanc received his first diploma from the Naval War College, College of Continuing Education.
He assumed duties as the Command Judge Advocate on board USS CARL VINSON (CVN 70) in June 1996.
In April 1998, Capt LeBlanc was selected to attend Temple University where he obtained an LL.M. (with Honors) in Trial Advocacy. While in Philadelphia, Capt LeBlanc served as a Special Assistant United States Attorney and was responsible for numerous felony prosecutions in the Criminal Division at the U.S Attorney’s Office.
Capt LeBlanc’s next assignment was as the Senior Trial Counsel, Trial Service Office West where he oversaw the prosecution of courts-martial for the Navy on the western 1/3 of the United States. Capt LeBlanc was also the designated National Security Prosecutor for the west coast and personally handled numerous members’ trials including murder, narcotics distribution, sexual assaults and child pornography.
In May 2002, Capt LeBlanc was assigned to the Office of the Judge Advocate General (OJAG). He was assigned TAD to the DOD OGC Military Commissions Tiger Team initially assigned to coordinate the President’s Commission Order No. One. His next TAD assignment was as the Deputy Staff Judge Advocate at Joint Task Force Guantanamo. In 2004 he was assigned as the Deputy Legal Advisor at NATO Headquarters, Norfolk, VA.
After receiving a Master’s Degree in Security Studies at the Naval War College in 2006, Capt LeBlanc was assigned as the Deputy Director of the Navy Marine Corp Appellate Government Division in Washington, D.C.
He then assumed duties as the Deputy Director of the Appellate Division, Office of the Chief Prosecutor, Office of Military Commissions. From 2009-2010 he was assigned as the Director, Law and Order Task Force, Baghdad Iraq. Currently he is the Director of the Navy Marine Corps Appellate Defense Division.
Capt LeBlanc’s personal awards include the Bronze Star Medal, Defense Meritorious Service Medal (Oak Leaf Cluster), Meritorious Service Medal, Joint Commendation Medal, Navy and Marine Corps Commendation Medal (gold star in lieu of third award), Army Commendation Medal, Navy and Marine Corps Achievement Medal (gold star in lieu of third award) and various unit and campaign medals
