SLDN Statement on Conway-Roughead Testimony: Chiefs on Same Page as CINC, Gates, Mullen
This morning General James T. Conway, U.S. Marine commandant, and Admiral Gary Roughead, chief of naval operations for the U.S. Navy, appeared before the House Armed Services Committee regarding the defense authorization request for Fiscal Year 2011. Reaction by SLDN Executive Director Aubrey Sarvis follows.
“SLDN was encouraged to hear General James T. Conway, Commandant, U.S. Marine Corps, and Admiral Gary Roughead, Chief of Naval Operations, say they support the DADT repeal process outlined by Defense Secretary Robert Gates and Joint Chiefs Chairman Admiral Michael Mullen earlier this month. All the chiefs who have testified on DADT repeal this week are essentially on the same page; all agree with the approach laid out by Gates and Mullen on how to repeal DADT, not whether there is repeal.
“In addition, we also found ourselves agreeing with Gen. Conway both that military readiness must always be paramount and that this debate must be about full legislative repeal of the 1993 ban, not about confusing interim measures like a moratorium on discharges. Congress should get DADT repeal done in this year’s defense authorization budget bill.
“We agree with the House members who pointed out today that the legal standard in Witt v. Dep’t of the Air Force is not being followed by the Navy and the other services. Indeed, in the case of Air Force Lt. Col. Victor Fehrenbach, the Witt standard was not considered or followed at his board hearing. The Defense Department has yet provided the services with any guidance whatsoever on Witt. This shortcoming further underscores that repeal needs to take place this year.”
